I know a lot of websites that are ok with just a picture of the score and the gamers initials/gamer tag, even a video is not concrete evidence as it can be edited so there has to be an element of trust that the score is legit in my opinion.
Each website that hosts high scores like this one has an admin, they can check the scores and the votes and decide from there if the submitted score should stay or not.

what are you talking about, are you crazy? only the inp file is a real proof for a mame game. Read the rules, they say that if you play with a wolfmame you need the inp

Yes, Handhelds in Original hardwares are allowed pictures only, also short videos showing the final score. Consoles is not allowed. Emulators is not allowed.

Handhelds in Original Hardwares is not necessary a full video evidence, only Consoles and emulators. Pictures are allowed.
Game Gear, Nintendo DS and 3DS, Dedicated Handhelds, Lynx, etc...is not necessary a full video evidence for submissions.

I have seen scores voted "Yes" and Accepted after gaining enough votes on this site before, without a video and with just photo evidence.
Siliconian past submissions have had a video as evidence so I assume that recording and playing would have been difficult on this occasion, I believe this is an honest and legit score so I voted "Yes".
