As noted at the end of the video, the difficulty on this game is absolutely brutal regardless of what it is set to. There is a glitch on all versions SSF2 Turbo that results in difficulty always being at max. The Japanese version of the game (SSF2X) does not suffer from this problem, and even at maximum difficulty on that regional version, it is much more playable.
