Yes, you can indeed points farm on the road, but the rules here say no excessive points farming :-).
Accidentally points farming is inevitable. Running across the road and then having to turn round and go back to safety happens all the time. It is just so unfair. The best tip I have for anyone on the road is that the slow trucks cause a bit of a backlog, so there is usually a bit of space in front of a truck for Horace to get through. It does not help much though....

My first Speccy game together with Space Raiders. 16k. Only flaw with this game is you can farm points quite easy on the road part by never reaching the the ski, going up and down all the time. But you didnt do that. They should have put a timer on the road part.

Oh, and the terrible menu sound. My mom hated that as the Speccy was in the living room.
