There were many countries that used PAL for Atari 2600 releases. Brazil used (uses?) PAL-M, which is very close to NTSC. Close enough not to be concerned about. PAL-M should not be confused with PAL-60 however.

Not all. It depends on region: in Europe the TV type is PAL and default frame rate is 50FPS. Check out the Atari 2600 TV type conversions:
