I don't really know the details but it seems hard to correct something tied to the way our tv/electricty was working back in the day.
electricity/tvs in west europe were 230V/50Hz so our consoles ran the games at 50 fps (25 interlaced). It's not something you can patch.
Maybe, MAYBE some games were able to run at 60 fps if played on a compatible TV (PAL 60 existed, so maybe there were a way but I never heard of that), still PAL60 was common on nintendo gamecube and Dreamcast, I believe the Wiii had a PAL60 mode too.
HDMI solved all this allowing framerates from 12 to 240 Hz (maybe more ?)

I glanced at another PAL play on youtube. Yep it seems Sonic 2 was optimized for PAL.

Interesting on Kid Chameleon. They must have optimized the gameplay but not the music.

Just depends how much time the developer put into the optimization for the region.

I didn't verify this but I once read that Daytona USA "Saturn PAL" the car actually drives slightly faster than the NTSC car, yet the back of the car wobbles slightly slower.

I'm sure Saturn games were more complicated to optimized, more subtleties in the code to change.

But that's great they took the time to make sure the PAL experience wasn't slower.

well, I don't know about that since I'm using a flashcart to play games (I only have 5 original cartdriges)
But I think loading a NTSC cartridge should play it at PAL speed ?

Still, I played Sonic 1 in NTSC (emulated) and on my PAL console, and Sonic is slower on PAL (but not easier), but Kid chameleon seems to run at the same speed despite music being slower. weird.

I resolved my sound problem while recording real hardware with OBS so it should be really less annoying and painful to listen to now
